According to a study undertaken by the Instituto Nacional de Estadisticas y Censos, at least a million persons have tried cannabis at least once in their lives and another four hundred thousand did so with cocaine. Twenty-three thousand adolescents between the ages of twelve and fifteen admit to substance abuse and thirty-two per cent of these are habitual alcohol drinkers.
