Canada: proposal for legalisation

Mayor Larry Campbell (Vancouver) proposes legalisation and the taxed sale of marijuana. The taxes would pay for rehabilitation programmes for heavy-drug addicts. In British Columbia, marijuana has an annual turnover of 4.4 million U.S. dollars.
