First report on ENCOD GA 2006
Dear friends,
The ENCOD General Assembly finished 25.06.2006. Thanks to everybody who participated. We will try to have the minutes online this week. But here are the main conclusions:
ENCOD situation
Members are also asked to take into account the ENCOD needs when making fundraising or organising benefit parties for their own activities: parts of these profits could be destinated to ENCOD. And there are ideas to ensure the ENCOD funding on the medium and long term.
People with good ideas or concrete proposals on fundraising are requested to contact me or participate in an "emergency group", formed by the steering committee and interested members, which will monitor the financial situation closely in the coming weeks.
EU dialogue
We will publish a reaction on the European Commission’s Green paper in the coming months. The Conference on European alternatives in drug policies in the European parliament will be organised on Monday 6 and Tuesday 7 November: please reserve the dates.
Regulation proposal
We will elaborate an action proposal to mobilise EU citizens to form associations that organise the collective cultivation of cannabis for the consumption of their members. A set of guidelines for these ’cannabis social clubs’ will be ready for the EP conference in november. We will also start a common elaboration of a regulation proposal for all drugs, to be ready around the UN meeting in Vienna in 2007.
Vienna 2008 and beyond
We hope to be able to organise at least a fair, a programme of conferences and a street parade in Vienna (apart from having ENCOD members inside the UN meeting). It all depends on our economic possibilities, we will need to start planning at least in the summer of 2007. If 2008 goes well, we may organise a coordination of national initiatives (political parties who openly promote drug policy reform) for the European parliament elections in 2009.
