Meeting we organize entitled "French policy on drugs and Europe"

We request your participation for the meeting which we organize entitled "French policy on drugs and Europe" which will proceed, on Thursday June 15th, 2006 from 9:00AM to 5:30PM in the Offices of the European Parliament, 288 Boulevard Saint Germain 75007 PARIS (M° Assemblée Nationale).
This event will take place within the framework of the program "10 days for cannabis legalized" from June11th to 21st : this strong time marks the thirtieth annerversary of "Appel du 18 joints - Appeal 18 joints" and of the policy of tolerance in the Netherlands.
The experiment shows that the repressive policies are ineffective and that everywhere the logic of the "war to drug" is called into question. The support for the alternative policies based on the "harms reduction" gains ground, in particular at the European level, while the face of prohibition fissures.
It is to put a blow of mass in the wall of the "war at drug", that we wish you to intend in order to express the advantages and the disadvantages of the Dutch policy, in particular towards cannabis. Your presence is sincerely hoped so that the French public opinion is better informed.

Presentation :
In 1970, France obtained the most restrictive laws in the world as regards narcotics. For thirty years, the Netherlands has tried an experiment based on the "tolerance" with regard to the users. Thirty years ago, a text did the one of the French newspapers following the call to civil disobedience "to publicly state to have already smoked cannabis on various occasions and to have, possibly, the intention to repeat. We regard as inadmissible any form of individual repression, submitted to the arbitrary police officer, and intend to actively support all those which would be victims".
Context of the caucus :
In 2006, which assessment drawn from the French and Dutch policy ? Which assessment at the European level and the international level ? It is the object of the first session of a meeting which will proceed in the representative office of the European Parliament in Paris. During the morning, a rapid lighting will give a progress report on two antagonistic models. The debate will try to give a report on exhaustive manner with a grid of socio-economic and statistical criteria.
The second part of the session will proceed on the form of an open discussion. All the interventions will be compiled in order to write a memorandum. First of all in the form of an exchange of informations on the local and international events within the framework of the fight for the reform of the International Conventions. We will focus more particularly on "the political strategy" of the European Union, towards 2008. Lastly, in an original way we will put on the table the project of European Constitution rejected by the votes "NO" in France and in the Netherlands. How the Polish plumber can make the joint between the French model and the Dutch model ? Make sense now by adressing some recommandations adressed to the European commission.
We will enclose the day by a homage to the memory of Gerard Leblond Valliergues.
